Blathers will tell you that the museum is complete when you donate the final fossil . I don't think there's any other dialogue after that. You can go into the museum and read every info plaque and see if anything is missing. Aside from Blathers straight up telling you and your museum clearly looking complete?

How do you know how many fossils you need in Animal Crossing?
